Survey reports and repair method statements: two different offshore deliverables

A survey report records what is known about the asset. A repair method statement explains how a defined job will be carried out under approved controls. Confusing them can leave an offshore team with evidence but no executable scope, or an execution plan based on unverified assumptions.

Section 01Use the report to establish the facts

Describe the survey objective, location, methods and limitations. Link photographs and measurements to identifiable components. Separate observed defects from proposed interpretations and recommendations so the reader can trace the evidence.

My offshore portfolio includes reports and method statements for hydrophore assessments, pipe replacement and cold-repair work. These documents have different purposes even when they form part of the same project package.

Section 02Use engineering documents to define the repair

The design package establishes the proposed geometry, materials, load basis and required verification. Fabrication drawings and calculations need revision control and a stated issue status. A survey sketch is not automatically a construction drawing.

Where inspection or owner decisions remain outstanding, show the dependencies clearly. Do not issue an apparently final repair method around a design that has not reached the required review stage.

Section 03Build the method statement around the approved scope

The method should address responsibilities, prerequisites, access, equipment, quality controls and the planned sequence at a level suitable for the project. Isolation, lifting, entry and hot-work requirements must align with the asset’s authorised procedures.

It should identify hold points and what happens when the actual condition differs from the survey. Offshore changes need a controlled review route; adding a note to a marked-up drawing is not always sufficient authorisation.

Section 04Coordinate interfaces before mobilisation

Engineering, operations, inspection, fabrication and installation teams need the same assumptions. Confirm equipment availability, transport dimensions, laydown space and inspection access. A method that depends on unavailable tools or inaccessible connections is not ready for execution.

Namibia-based support teams may coordinate with yards and regional offshore assets. Agree communication routes and document ownership so questions during the campaign reach the responsible reviewer promptly.

Section 05Close the documentation loop

Record inspection results, material traceability, as-built changes and return-to-service responsibilities. The final handover should make clear which recommendations were completed and which remain open. A completed work sequence alone does not demonstrate engineering acceptance.

  • Survey evidence and limitations.
  • Reviewed design and drawing status.
  • Approved execution controls and hold points.
  • Quality records, deviations and final responsibilities.
